Shelley A. Horwitz, M.P.A.

Chief Executive Officer

Shelley A. Horwitz, M.P.A. serves as the chief executive officer for Bay Valley Medical Group, Inc. as well as for its management services organization, Bay Valley Management, Inc.  She joined the Group in 1987 and held a variety of positions before becoming the top administrator in 1990.  Ms. Horwitz’s strong commitment to patient care and service has guided the Group’s strategic planning and business decisions for over two decades.

Bay Valley Medical Group is one of few medical groups in the Bay Area to remain physician-owned and independent.  Under Ms. Horwitz’s leadership, Bay Valley Medical Group became the first group in northern California to be accredited by The Medical Quality Commission.

Ms. Horwitz and the Group maintain a strong presence in the local community and are active with managed care as well as with State health care policy.  Ms. Horwitz serves on the executive committee and board of directors of the California Association of Physician Groups.  She is on the board of trustees of St. Rose Hospital and is a vice-president for the Latino Business Roundtable of the Hayward Chamber of Commerce.  Ms. Horwitz was also a member of the Integrated Healthcare Association and served as its chair in 1997-98.  She is a member of Modern Healthcare’s class of 1995, when she was selected as one of its “Up and Comers,” a program that recognizes young, outstanding healthcare leaders.

Ms. Horwitz received her Master of Public Administration from the University of Southern California and her Bachelor of Arts from Stanford University.
